Mr. Charles E. James, Sr. 

Leadership Strategies 

Charles E. James, Sr. was the Deputy Assistant Secretary of the Office of Federal Contract Compliance Programs from 2001 to 2009. Prior to that, he was the Deputy Assistant Secretary and Director for Contract Compliance for the U.S. Department of Labor, Office of Federal Contract Compliance Programs (OFCCP). As the Director of the Virginia Commonwealth's Depratment of Personnel and training, he managed Virginia's human resources system of hiring, compensation, healthcare, and training.

Now retired from government service, he is actively working to restore the Moton Conference Center, a historic property in Gloucester County, Virginia where Black Virginians and national leaders of the Civil Rights struggle from the 1930's to the 1960's gathered to frame strategy, and to recuperate from the pressures of segregation and the associated battles.

 

His government service and private sector careers now merge in an endeavor to support the next generation of leaders who will bravely forge new solutions for America's newer problems.
